    I am writing with a proposal for a documentary series on low budget filmmakers. I am involved in a feature film, Model Citizen, which is to be filmed over 3 consecutive weeks in October 2000.

    Model Citizen is going to be a low budget/high quality feature film that is to be filmed primarily on location in Manchester, we have funding in place (we'll max our plastic if we come short) and are in the early stages of pre-production.

    What we?ll be doing to subsidise the budget is to charge a fee to the extras for 2 crowd scenes to appear in the film. For their fee they get to be a part of Model Citizen, stills of Model Citizen with them in along with an invitation to the UK Model Citizen premier and to the undisclosed after show party. So everyone gets a part as well as to be a part of the Model Citizen.

    We are holding Model Citizen auditions for the cast in July and the crew are coming together, everybody is working for free as they want the experience and to be a part of Model Citizen.

    With a documentary, you could work it in many ways, either as a series or as a 1 or 2 hour programme in itself. Nobody has covered the whole process of Low Budget Film making from the pre-production, production and post-production and ending up in Cannes. The whole period of time is 12 months.

    The idea that we had was you could follow all the Model Citizen main players and the other cast and crew (as they come on board) from a personal and professional perspective. You could cover them from their day jobs in contrast to that of the world of film making and the meeting of studio executives with other key players in the film makers arena. With a mix in video diaries from those concerned it would make riveting viewing, however the way you'd want to do it is your choice.

    It would make really good viewing and especially with all the hype about British Filmmakers in the press and the popularity of fly-on-wall documentaries. The period to cover the Model Citizen team from now through to Cannes where we will sell it and get funding for the next film.

    We would give you full access and full control. The end result will be very marketable.
    Model Citizen is going to be huge and is going to have a cult following as well as being a commercial success.

    We are planning a huge marketing campaign, using the Internet as a gateway, as Blair Witch did along with a whole host of publicity that will bring Model Citizen to the forefront of everybody?s mind.

    You said no one has every covered low-buget from idea to post, when in acutuality, someone has. The Hollywood Film Insitute, run by Dov S-S Simions and his faculity have several classes ranging from 1-2 days. The most popular is the 2-day film school which covers everything from pre- to post- to cannes. And so does their digital film school and I don't mean to seem as though I'm plugging them (which I can't help) but the truth is...its being done..and its being done pretty darn well.
